provisional appointment
An appointment to a civil service position made in an emergency where there is no appropriate eligible list for the position, being made in anticipation of an examination, with a view to the appointee's qualifications to serve for the period of an emergency and pending the promulgation of an eligible list. 15 Am J2d Civ S § 25.
