Non potest rex gratiam facere cum injuria et damno aliorum
The king cannot grant an indulgence attended with injury and loss to others. The meaning is that the king could not grant any pardon or immunity which would release the wrongdoer from a prosecution by appeal, since appeals were at the suit of the injured party and not of the king.
