Those principles, some in the form of declaration, others by way of implied or express provision, and some in the form of grant, deemed supposed to be limitations essential to conserve human liberty, security, equality and happiness, and not to be subject to change except in a way calculated to arouse the highest judgment and the most efficient, deliberate, and considered choice.
