For the purpose of, and as a base for, fixing the rates of a public utility:–the present value of the property of the utility as determined, not by formula, such as original cost, prudent investment, or cost of reproduction, but by consideration of all relevant factors entering into the worth of the property at the time of the inquiry made for rate-fixing. 43 Am J1st Pub Util § 105. As used in a statute permitting dissenting stockholders to obtain the "fair value" of their stock:–the intrinsic worth of the stock, which is to be arrived at after an appraisal of all the elements of value.
